This is not a SiteNOTE-related problem but more generally an HTML interpretation of video/flash objects in pages by most web browsers. To avoid this behavior, and so to have the menu scroll-down properly, add the "Wmode=opaque" property to your EMBED object in the free-style content (HTML)
